S.N.A.P. (Special Needs Awareness Program)
SNAP is the half-fare program for individuals who have disabilities that make it difficult, but not impossible, for them to ride the regular fixed-route system.
To Apply
Methods to apply to the SNAP program:

- Download, print, and return SNAP Application PDF
- Pick up a SNAP application at the transit office.
- Call to request a SNAP application be mailed to you.
A completed application should be returned to the Tar River Transit Office in person or mailed to:

In order to qualify for the half-fare, individuals need to complete the SNAP application. The application must also be completed and signed by a medical professional who is familiar with the individual. The completed application should be returned to Tar River Transit.
The Transit Administrator will review the application to determine eligibility. Once the applicant is approved for the SNAP program, an approval packet will be sent to the passenger which will include a SNAP Identification card.
This card will allow the passenger to ride for half fare. If the Transit Administrator determines that the individual is not eligible for the SNAP program, a denial letter is sent to the applicant.
The applicant has thirty (30) days from receipt of the letter to appeal the decision to the City Engineering Department Head who is responsible for oversight of Tar River Transit. The City Engineering Department Head’s decision is final.
